REQUEST FOR PROPOSALS
Road Improvements
Umatilla County is
expanding the capability of the CSEPP radio
system in part by adding a radio site known as Jordan Butte in the
vicinity of
Ione, OR. The site location is served by a farm road that
requires
improvement in order to allow restricted year-round, all-weather
access. During
radio site construction, the road will need to support for a limited
time the
passage of concrete trucks (approximate weight 70,000 lbs) and smaller
trucks.
After construction, access is required year-round for smaller 4WD
vehicles.
The specifics
for the project can be obtained by reviewing the complete request for
proposals. This project is financed from Federal funds, and
Federal
contract regulations, including the Davis-Bacon and Related Acts
provisions,
will apply to this project. Umatilla County may reject any bid not in
compliance with all prescribed public bidding procedures and
requirements and
reserves the right to reject for good cause any or all bids and to
accept the
proposal deemed to be in the public interest. Each bid must contain a
statement
as to whether the proposer is a resident bidder, as defined by ORS
279A.120. No bid shall be received or considered unless the
bidder is
licensed with the Construction Contractors Board. No bid will be
received or
considered unless the bid contains a statement by the bidder as a part
of its
bid that the bidder will comply with the payment of the applicable
prevailing
rate of wage.

Proposals are
due by 8:30 a.m., September 9, 2010. There is a MANDATORY pre-bid
conference on August 25, 2010, at 2:00 p.m.
